Is "This update is being reviewed by JetBrains, please expect it to be approved in two days after upload" permanent?

Hi, sorry, if this is wrong place to post the question.

I'm a plugin developer and each time I post an update, I see this "This update is being reviewed by JetBrains, please expect it to be approved in two days after upload", and, as it says, the update becomes available to my users only after 1-2 working days.

Will this stay like this forever, or is there some trial period after which my updates will get published instantly? Few months already passed since I registered the plugin...

Is it caused by me including Scala library that makes each update weighing 10 MiB maybe?

If this 1-2 days review process is a permanent policy now, what should I do in case of urgency? Like some serious bugs that happen to affect user experience badly and need to be fixed ASAP? Is there some big red button somewhere or something?
