Changes made in Preferences to always use function keys do not take effect.

I'm using the latest macOS and CLion. However, when I check the box "Show f1 f2 etc keys in touchbar", it does not take effect (still showing the default shortcuts).
I've assigned permission to CLion to access Touchbar. Why it that happening???
