Can't find Migration in menu

According to this page, there should be the Migrate option in the Refactor menu, but I can't see it? Am I blind?
I can find it in the Find Action dialog and it does open the Migrate dialog. But shouldn't it be there?

Hello,
Sorry for the misleading behaviour, it's a bug that will be fixed in 2019.2. To quickly use the Migrate tool now you may call Search Everywhere (double shift press) tool and type Migrate there.
Migrate action will appear on top.
