IndexNotReadyException when adding webservice

Hello

When I am trying to add web service, intellij says "Cannot Create WebService: Please change caller according to com.intellij.openapi.project.IndexNotReadyException documentation" and does not work. 

I tried Invalidate Caches/Restart, but still it occurs. 

I am using 

Intellij IDEA  2019.2.1

Apache CXF: 3.3.3 or 2.7.18
