How can I take part in database tool plugin development?

I have some idea to add support of native PostgreSQL COPY API, but it requires some database connection and this plugin suits it the best way. So I just wanna add functionality to the right click menu on a table (or something like this)

Unfortunately this plug-in is not open source.
I know. That's why I make this post, maybe this is possible in some way.
