Is it possible to enlarge resize-bars?

Using windows 10. This is probably more of an OS problem than an issue with the application, but is there a way in intellij to increase the size of the invisible bar that is hovered over to offer an option to vertically or horizontally resize a toolbar? I'n having a hard time finding what this sort of bar is even called.

It's involved in any stretch resize action of a toolbar. I'd like to make them larger if possible so that I don't spend as much time hunting for them when I want to resize, right now it seems like the width is only something like 5px
Can you specify the exact tool window where the resizing area is such small? Or it is actual for all tool windows? Do you use borderless UI? What is our IntelliJ IDEA version?
Screenshots of top and bottom borders would be appreciated.
Note that you can use Ctrl+Shift+ Left/Right/Up/Down shortcut to resize the tool window.
This is the case for all expandable tool windows. I'm using 2019.2.3 ultimate, not using the borderless UI to my knowledge (unless it's default for 2019.2.3).
The up and down resize hotkeys are nice, but the left and right ones don't seem to resize subpanes (like the services view, see screencap) or the editor vs. the project pane.
Sorry for lack of screencap before, screenshot tools don't capture the mouse cursor (hence the previous link). The border is to the left of the cursor here. I don't have a problem with its appearance, just that the actual movable space is tiny to grab onto.
