Jetbrains account settings sync not syncing plugin settings
I installed Material UI plugin, made some modifications, then reused on another machine, it synced my plugins/themes, but i had to manually tweak my Material UI plugin. I think it's bugged, or it's should work this way?
Also does this work without license? (during trial period)

Settings synchronization between third-party plugin installations is not supported.

Is there a way to fully backup my IDE settings? I mean exact copy, which i could use on another machine with 0 configuration.
Yes - you can copy both your configuration and plugins folders (see https://intellij-support.jetbrains.com/hc/en-us/articles/206544519-Directories-used-by-the-IDE-to-store-settings-caches-plugins-and-logs for information about these folders location) from one machine to the other
