Cannot output the IDEA settings

IDEA cannot export the settings I am using IDEA and trying to sync the settings to another device which does not have Internet access. So I have to export the setting from my personal device. However, after clicked "File" ---> "Export Settings", Select the options I need to export and Dir (C:\User\tempFile), it mention me "Overwrite C:\User\tempFile?" Select Yes but it gave me an error that "Export failed, Java NIO AccessDenied". I think it may be the access problem so change to other Disk and folder but it all gives me the same result. Is there any way I can fix this issue?
