Incorrect focus on tab switching

Step 1: Open two (or more) editor tabs

Step 2: Switch to the next tab (by pressing Ctrl+Tab or by mouse click on tab)

Expected result: code editor window on selected tab should be focused

Actual result: Focus is on panel "Services" on selected tab.

Sometimes is not reproduced until IDE is restarted.

I'm using IdeaVim plugin , so it is uncomfortable for me when I have to click in this situation
