Keep getting random error about Unable to save settings

Since the last update this happens randomly multiple times per day, sometimes per hour or minute:

I don't know what settings it's talking about. I didn't go into Preferences. I'm just doing normal flipping back and forth between code and site. I've restarted PHPStorm multiple times. Really irritating.
