When using "Shelve in Perforce", is there an option to not revert the changes?

No, there is no such option at the moment. There is a request for it - https://youtrack.jetbrains.com/issue/IDEA-153401. It seems you have submitted it yourself.
Well, at least I'm consistent :-)
I don't know how I didn't find that in my search ...
