Can't get scss-lint to work

I have the community edition

I tried installing scss lint and it doesn't work.

# Versions

Windows 7
IntelliJ IDEA Educational Edition 2019.3 x64
**I do not have Java installed on my computer as I do not need it.**
**I do have NodeJs installed because it was a requirement**

In fact is says there where it's installed, and maybe a version number 6.13.4?

I went to Went to Jetbrains and I installed all that including NodeJs and did the NPM install
Went to GitHub It tells me to just gem install it

Went to a How to use Link
That link gives me mac pictures that are obviously not going to work on a PC. There is no scss-lint yaml file and I have hide file extensions disabled so I will see ALL extensions.

There is only a bat file.
Using the scss-lint file with no extension in the config does nothing

In fact it errors and tells me to find the lint.exe

If I don't specify the exe then I get this long mess of text

The settings screen does not automatically find lint.

So then I Read this page  No install instructions.

There is no scss lint exe on my entire C drive

In gitBash it says I have it installed but it's v0.59 and in Pycharm, the pycharm plugin is 2.1.1 which doesn't make a lot of sense to me.

I don't see what I am missing. Why doesn't scss lint work. If I open an scss file I do not get any hints and messages like I do with Python files. In fact it kept asking me to upgrade to the Enterprise version until I had to ignore it because it came up all the time. So that was the indicator that it wasn't working.
