Question about my bug report IDEA-248634

I've reported the IDEA-248634 bug about using a development version of IntelliJ Community Edition built from source code and running from another IntelliJ. Just a few minutes after this bug was reported it was marked as a duplication of a completely different bug IDEA-247792

Could someone explain me why it was marked so? The person who marked it didn't respond yet.

A brief explanation about my bug. There is a regression in the build scripts infrastructure. If you clone the IntelliJ Community Git repository, open it in another IntelliJ and run (as explained in the README.md file) the bundled Maven isn't installed and so the second IntelliJ (running from the source code) loses almost all Maven functionality.

The second bug is about some sporadic TCP/IP connection problem with Maven plugin when a VPN is used and with an officially released IntelliJ build.

Besides a relation to the Maven plugin those two bugs have nothing in common. My bug report even doesn't relate to any officially released IntelliJ build. You can face it only when you try to learn, fix, improve or debug the IntelliJ source code and then contribute to the project.
