Possible to compile Mac Carbon API GUI apps?

I'm trying to compile some old Carbon Mac apps - is this possible in CLion? I know the Carbon API has been removed in later versions of OS X, but I'm running 10.14, which still has the library and header files. I know it will have to be a 32 bit build, if it's even possible.
