How to use link in rendered view

Hi i am new in pycharm and python. So I confused about how to insert a link inside a function in pycharm. As you can see in fig 1 The link in @param not rendered like i want in setting as you can see in fig 2. Can you give a code example of how to rendered a link to a any website in function param?
