Previously removed tabs keeps re-appearing

I created my custom layout, where I removed everything from the left side. The problem is, after I re-open the IDE, the removed tabs are visible again.

What I tried so far:
- removed .idea folder from my project
- cleared the cache
- uninstalled/re-installed the IDE and deleted all related folders from my system
My set-up:
Windows 11 Pro 21H2 22000.613
IntelliJ IDEA 2022.1 (Ultimate Edition) Build #IU-221.5080.210

Works for me in the same version of IDEA on Windows.
Does it help if you Window | Restore Default Layout, then remove the tabs, then Window | Store current layout as default, and then restart the IDE?

It does not help sadly. I can't get rid of the Pull request and the Services tabs, they just re-appear after restart. But I can confirm that it works correctly on my other work machine.

Is the IDE version the same on your other work machine?
Yes it is. The only difference is in Windows version. On my personal PC (with tab issue) I have Win 11, while on my working PC Win 10.
