Where is Intellij's bundled maven pulling its proxy settings from?

What proxy settings is the bundled maven using? I don't have anything proxy-related in either the global or user maven settings.xml (overridden in Intellij settings). Yet it manages to pull artifacts from places where a proxy should be required. Is Intellij pushing its own proxy settings into maven? (I don't think it looks at http_proxy environment variables right?)

For Maven IDE uses the Maven project settings, which are specified in the Maven settings.xml file, that is specified in the Settings (Preferences on macOS) | Build, Execution, Deployment | Build Tools | Maven | User settings file.

What is the exact issue you are seeing? How does it work from the command line?

It does not. All IDE does is launching the Java Maven importer process with the Maven installation set in IDE settings, with the JDK, specified in Settings (Preferences on macOS) | Build, Execution, Deployment | Build Tools | Maven | Importing | JDK for importer. So if there are any environment variables that could be possibly pivked up by Java - and Maven it will be also used.
