IntelliJ doesn't read from IDEA_VM_OPTIONS doesn't work on remote vm

I am using IntelliJ IDEA projector in coder. What happens is that I put custom IntelliJ vm options in path 

.config/custom-vm-options/idea64.vmoptions

and set environment variable 

export IDEA_VM_OPTIONS=".config/custom-vm-options/idea64.vmoptions"

But the projector doesn't seem to read vm options from the environment variable.
