Allow Ignoring Folders and Files in File/Folder Diff Viewer

Currently File/Folder Diff Viewer does not ignore directories that are "Marked as excluded". Is this not a bug? The YouTrack issue (https://youtrack.jetbrains.com/issue/IDEA-123224) has 106 votes but no response from the assignee and remains 8 years. Why is this issue ignored for so long? What can we do to help fixing this in the near future?
