Pycharm CE don't open on MacOS Ventura

Hi, if reinstalling PyCharm doesn't help, I would suggest reporting the issue to https://youtrack.jetbrains.com

The following information would help to identify the issue:

- idea.log file from the logs directory (https://www.jetbrains.com/help/pycharm/directories-used-by-the-ide-to-store-settings-caches-plugins-and-logs.html#logs-directory) collected after failed startup
- Any errors you see when starting the IDE (if there's any)
- Try starting PyCharm from the terminal and provide the console output
