Happened for me using a 4k tv as a monitor with all the appropriate 60hz settings and cords. Changing the screen size scale in display to lower res and then back to higher made it stop.

That did it. Thanks for that. Default Settings is surprisingly similar. Maybe a color change or something to signal someone they are in the wrong place? Thanks again.

This is happening on PHP storm and I don't have a "debugger" option under (Build, Execution, Deployment). Any Idea?
