It seems http://youtrack.jetbrains.com/issue/IDEA-96834 is the cause, so don't bother with snapshot.

Unzip the downloaded file and put the distributive directory location (e.g. "C:/jakarta-struts-1.2.7") in the "Distributive location" field. The "Next" button should be enabled then.

Maybe, config files interaction is not perfect :) But something is already implemented, e.g. lookups / choosers recognize entire Struts configuration.
