Cache compression is implemented in IDEA 10.It does improve cache building performance and reduce cache size.Thanks for cooperation.

Do you see any exceptions? Also, try File -> Invalidate caches.

This looks like a bug. Could you file it to Youtrack?Meanwhile you can turn off corresponding inspection.

Currently it is not possible.Feel free to file a request to YouTrack. IMHO it should default to OS locale, then to english.
