Try reinstalling your version from http://confluence.jetbrains.com/display/IntelliJIDEA/Previous+IntelliJ+IDEA+Releases .Could be that Info.plist is corrupted/modified so that Mac menu is disabled.

Are you sure the file is formatted like this on disk (verify with other editor)?It looks like just a visual folding controlled by this setting:
