There is background check for updates that will show you a warning when you are trying to edit a file that has been updated in the repository. You can also see updates in the Changes | Incoming tab.

You can ignore this folder via SVN property or Settings | Version Control | Ignored files. But normally it's recommended to commit it, see http://devnet.jetbrains.net/docs/DOC-1186.
