Settings | Keymap | Main Menu | Tools | Extensions | Erb | Insert '<%= %>', default shortcut on Windows is Ctrl+Shift+Period (Ctrl+Shift+.)Verified and works fine inside .erb files.

Eclipse is using SWT, not Swing, so it will not help.
