Commit Project dialog will show you all the changes, it's also possible to view them in the Changes | Local tab.

It's Windows UAC limitation, see http://youtrack.jetbrains.net/issue/WI-8698 and related issues.Restarting IDE fixes the problem, it happens only when your run it from installer or as administrator...
