not "some" provider, but com.intellij.psi.css.impl.util.CssReferenceProvider ;)

+btw, it provides css references in some struts attributes ("styleClass", "errorStyleClass", "styleId", "errorStyleId")+indeed, this must be new in 5.1 ;)

I can't tell the exact way on how to package this stuff, but I'd take a look at InspectionGadgets and see how it's done there?!

.. which is not part of OpenAPI ;) and it allows only to get the URIs, but not the locally declared prefixes. do I really have to resort to get the JspDirectives manually and compare the attribute ...
