I cannot add these to each included page, since the page won't load. why not? IMHO it's perfectly legal to declare <%@ taglib> multiple times when pages get included

Hm, I don't have any explicit configuration for the war-plugin, that might be the cause. You might want to file a JIRA issue about this behaviour then.
