That is by design, IDEA always remembers last used scope when no specific scope can be chosen from the context.

No, there is no such a possibility as differentprojects have different packages, project structure etc, soscope from one project won't help in the other. I can imagine one possibility toimport/expo...

Hello David, you may configure all intentions to appear on Alt-Enter only. All you need to do is to uncheck all intentions in File|Settings|Intentions.
