It is available in the 135 branch. Please try PhpStorm 8 EAP or WebStorm 8 RC.Will be available in the next IDEA 13.1.x EAP.

1) ensure that plugin is installed — do you see "Live Edit" in View menu?2) http://localhost:63363 server not found error?3) Can you attach idea log (Help -> Reveal in Finder).

http://localhost:63363 is available only if PhpStorm is running. Docs updated, thank you for feedback.
