In case you need to work with JRuby then yes, Ruby plugin is needed (and thus Ultimate Edition)

No, you don't need to install fsnotifier manually. Could you please re-launch IDE and check if this process is running.

Could you please try setting HOME variable (not 'home'). In addition, is 'C:\Users\Envy 17-J130US\.ssh\id_rsa' your home directory?
