My guess it's the MaxPermSize setting. On a 64 bit JVM 250m is too small for IntelliJ IDEA and in my experience performance will suffer in a similar way to what you describe. Try setting it to 350m...

Not having experienced it myself, I know of no workaround except using using a different cvs client. I will look into this bug and see if I can fix it.Bas
