I usually just copy annotations.jar to my project. There is a handy quick fix for that, which appears on uses of the annotation when the jar is not part of the classpath.Bas

Changing the plugin.xml of plugins in the repository will not stop the plugins already on your disk from causing trouble. So I do not know how useful that will be.Bas

Try running using idea.bat instead of idea.exe, then it will pick up the -server flag in your idea.exe.vmoptions.Bas
