Many things are just hard-coded for performance reasons. If there are any visible settings at configuration file level, they normally can be found in UI too. No tweaks are possible unfortunately.

"Before method body" option is not supported and is displayed in UI by mistake. I have filed a bug report for that: http://youtrack.jetbrains.net/issue/WI-8011

Have you checked the option "Keep when reformatting/Line breaks" in Settings|Code Style|JavaScript|Wrapping and Braces? If it is on, everything works as expected.
