Andrew,maybe that's a similar problem as this one here.As a last, you can always download the complete installation package and install that instead.

Hi!Encoding can be set in Settings | File Encodings. You may specify encoding for all files of the project in combobox IDE Encoding, or for a single file in project tree in Default Encoding column....
