Hi Clint, yes, you can register *.pyt as a python file type in Settings->File Types->Python Files

Unfortunately, there is no way to configure local path as PyPI repository. Feel free to file a feature request in our tracker.

The only solution now is to open web2py_git directory as project root. Also, please vote an issue PY-10912 to get notified once it's fixed.
