Making this configurable will require patching native extension, which is somewhat equivalent to proper fix. You can uninstall latest debase and install version that works for you as a workaround.

I can suggest using HttpRequests for connecting to HTTP servers, is this the thing you're looking for?

This problem is caused by the way OS X handles environment variables, please see http://devnet.jetbrains.net/docs/DOC-1160 for workaround
