I've always tweaked the memory options in $IDEA_HOME/Contents/Info.plist, I think the idea.vmoptions may only apply if idea is started via the shell script bin/idea.sh but I could be wrong....

Ok thanks Denis, I've double-checked and there are definitely no modifications/timestamp updates to the project files.I will keep trying to replicate this on a simpler project and log an issue.
