I also tried downgrading to Java 10 and 9 but these changes did not fix the issue.

I downgraded Gradle to 4.8 and this fixed the issue. So it looks like an issue with intellij and gradle 5 Note that i can build using gradle outside of intellij with bboth gradle 5.x and 4.x
