The command is [Show Structure View] (correct?). Not everyone uses the default keymap. It is Ctrl-F12 in the emacs keymap too.

Pilot error. I was typing Ctrl-\ not Ctrl-/.Note that the related command 'Comment With Block Comment' in Python/Pycharm doesn't do anything. Python doesn't appear to have a block comment delimiter...
