Do not agree, you have to select the target in both cases, so there could be node with imports in the New project dialog. The wizard is different for different types of modules anyway.

I use proxy all the time, https and http.I would recommend to manually check svn config file in C:\Users\...\AppData\Roaming\Subversion\server, whether you do not have there a line :http-proxy-host...
