To elaborate on @MagicianAndWizard's answer, one must restart the machine where docker is installed, not necessarily restart IDE.

In my case, installing with snap caused the problem.  I uninstalled then reinstalled using the installer downloaded from Jetbrains' website then it worked as expected.
