A workaround that I found is to set PHPStorm's default browser (under Settings -> Tools -> Web Browsers) to "Custom Path" with value "cmd.exe". If I set it to "custom path" but leave the path empty...

Running that command with the proper yaml file starts the server up properly and the browser tab does not open.
