Update 2: resizing the window doesn't always solve it. Replugging the mouse doesn't today either (once this helped too).

Update: I found a 11-year-old solution on stackoverflow that's braindead stupid: resize the window. Resizing GoLand fixed *all* Jetbrains apps for me. https://stackoverflow.com/a/19769142/1452922
