This setting was moved in UI starting 2021.2, you can find it at Settings | Advanced Settings: Terminal > Terminal scrollback buffer size

That appears to be a known issue: https://youtrack.jetbrains.com/issue/JBR-4897. It's fixed and the fix will be included in the next major IDE update. Meanwhile please check if following workaround...

Check if the workaround mentioned there helps: Manually resize the IDE window or enter/exit the full screen (View | Appearance | Enter / Exit Full screen).

PHPUnit 9 isn't supported in PhpStorm 2019.3.3. Please use PHPUnit 8.*, use EAP build or wait for a 2020.1 release (in a ~month).

Yes, you can disable that: 1. open Help -> Edit Custom VM Options...2. add a string -Dide.win.frame.decoration=false3. restart IDE
