I can't answer your questions directly (my colleague will), but it may interest you that bazel-bsp as of v2.2.0 is able to use bloop for compilation.

Right now in 2020.1, auto-reload can be disabled with the option "Auto-reload external changes", available from Action Search. 2020.1.1 will also add a button to the sbt / gradle / etc toolwindows

It's not clear why this would fail, but a workaround should be disabling sbt shell debugging in the IntelliJ sbt preferences: Preferences | Build, Execution, Deployment | Build Tools | sbt uncheck ...

The fastOptJs would be running in the sbt shell. Is it actually sbt consuming the memory or IntelliJ?

Did this happen in earlier verson of IntelliJ or Scala plugin? Does it help if you upgrade to IntelliJ 2018.3.4 and Scala plugin 2018.3.6?
