I just tried entering the manual proxy configuration based on your suggestion.  Version 2018.3 is working for me now, I get a connection, I could update the Kotlin plugin and then run a Kotlin main...

For both 2018.2.6 and 2018.3 the auto-import proxy settings are correct.  Yes this proxy setting was imported into 2018.3 when updating.     For 2018.2.6 I can successfully run the <Check connectio...
