You should check if there correct ca-bundle in certificate which nexus use to serve inbound ssl. I solved the problem only after replacing self-signed certificate with trusted (including ca-bundle).

Rename the directory: ~/Library/Preferences/PhpStorm2019.3 Now you can launch ide. BUT DO NOT IMPORT SETTINGS FROM OLDER VERSION on starting up
