My 2020 version of IntelliJ is broken (maybe when I reverted back to the previous version something was corrupted), I cannot recreate the issue with it, so the logs won't be useful. I will however ...

When the find tool has focus: yes, when the editor has focus: no.

I think shortcuts aren't part of the core bug, the actions are absent from the menu too (Navigate > Previous Occurrence and Next Occurrence).
